France: a problem with race

Allegations of race quotas in football teams illustrate French reluctance to accept change in society.

The prospect of a President Marine Le Pen by 2012.  The banning of the wearing of burqas in public.  The burning of the banlieus, housing estates set alight by angry North African French in 2005.  And now allegations that "top FFF (France's football federation) members are said to have secretly approved limiting the number of black and Arab trainees to 30% from the age of 12-13" according to the BBC

Why does France find it so difficult to accept and integrate its minorities?
